In August 2009, Lake Erie Energy Development Corporation (LEEDCo) was created by the Great Lakes Energy Development Task Force (GLEDTF), then developed and launched by NorTech Energy Enterprise, the Cleveland Foundation, City of Cleveland, Cuyahoga and Lorain Counties (Ohio). It was founded as a private, nonprofit regional corporation to initially build wind turbines in Lake Erie, and eventually help stimulate an entire offshore freshwater wind industry.

As a regional economic development corporation, LEEDCo is bringing together the necessary constituencies and stakeholders from Lake Erie's coastal counties of Ohio, creating a single point of contact. LEEDCo efforts are focused in Ashtabula, Cuyahoga, Lake, and Lorain Counties.

Goals – Diverse and Many

  • Build and install a offshore wind pilot project seven miles offshore downtown Cleveland -- the first offshore freshwater wind project in North America.
  • Use the initial project as a road map to develop the permitting process and catalyze future offshore wind projects with a long-term vision of generating 1000MW of wind energy by 2020.
  • Connect and retool Ohio's existing wind energy supply chain to accommodate offshore wind.
  • Attract investments and bring about jobs surrounding the engineering, manufacturing, installation, and maintenance of offshore wind turbines.
  • To fully realize the economic growth potential, LEEDCo envisions Ohio being the first state in the Great Lakes region to capture the competitive economic and environmental benefits of offshore wind.
  • Develop partnerships and outreach efforts beyond economics to fully grasp the social and environmental factors of offshore wind projects.
